Waste Stream- Gasoline:

This SOP applies to all activities, to include tenants, and training units within the Maneuver Training Center (MTC).
(1) Gasoline contaminated with other petroleum products must be discarded as a hazardous waste.
(2) EPA Waste Codes: D001, D018

Examples:

(a) Gasoline mixed with JP-8/Diesel/Water.
(b) Gasoline mixed with oil.

Types of Containers:

(1) 5, 20, 30, 55 gallon-steel, non-removable head containers.

New and Used Container Requirements for MTC Tenants:

(1) New and used containers can be obtained from the Recycling Center, Building T-2361.
(2) Contaminated Gasoline must be placed within a non-removable head container with serviceable bung cap. The bung cap must have a rubber gasket and can be properly screwed into the container opening.
(3) All containers must be free of rust, leaks and dents.
(4) All containers must be United Nation (UN) certified. This certification can be in the form of a sticker, engraved into the container, or written on the container's company label. Only the company has the authority to place this sticker on the container. Do not take a certification sticker from one container and place onto another.
(5) If the container does not have the UN certification, then the container can not be used. The waste must be transferred to another UN certified container.
(6) An example of the UN certification sticker and its explanation is in Appendix C.
(7) Containers from a manufacturer's product can only be used one more time for shipment. They must meet all requirements mentioned. Examples: Fog Oil, Hydraulic Oil, Engine/Transmission Oil, etc…

Satellite Accumulation Area Labeling and Transporting Requirements for MTC Tenants:

(1) The generator (tenant) must have:

(a) Proper Hazardous Waste Label on the container.
(b) The label's proper DOT shipping name, UN or NA #, generator information, EPA ID #, and EPA waste codes must be completed. Do not put a date in the accumulation start date block. Completed hazardous waste label.
(c) Containers must have the proper marking of the contents. The marking must be 2" in size. Proper marking/labeling of satellite accumulation area.
(d) Contaminated Gasoline must have 4" head space. The head space is the amount of space between the liquid and the top of the container.
(e) All containers must be kept closed. The non-removable head container bungs must be screwed down at all times.
(f) If satellite accumulation area is outside, containers must be in a secondary containment structure that prevents rainfall from entering and holds 55-gallons. Do not use secondary containment structure as primary container.
(g) Once the container is full, the generator of the waste is responsible for transporting the container to the MTC Waste Accumulation Facility, Building T-2361, within that day's working hours. Do not accumulate more than 55-gallons of any hazardous waste.
(h) The generator will inspect all satellite accumulation areas.

Waste Operator Duties at the MTC Waste Accumulation Facility

(1) Check the container for leaks, rust, and dents. If the container is damaged do not accept.
(2) Check proper container usage for a liquid or solid waste. If the proper container is not used, do not accept the container until transfer of contents has been made.
(3) Check for proper labeling and marking completion. The waste operator must date the container and start the accumulation date on the hazardous waste label. The date will be the day the waste is accepted at the Waste Accumulation Facility.
(4) The waste operator will place the proper Department of Transportation label on the container.

(6) The waste operator will complete the Monthly Hazardous Waste Accumulation logbook sheet for the month in which the waste was received.
(7) The waste operator will weigh the container and the first waste together. Once this has been done, the operator will no longer weigh the container for any waste added. Additional waste will be weighed and logged separately in the month for which it was received.
(8) The waste operator will place the container in an accumulation locker, make sure the flammable liquid sign is visible and the locker is secure.
(9) The waste operator will inform the MTC-Environmental Specialist monthly on the number of containers at the MTC Waste Accumulation Facility.
(10) The waste operator will conduct a weekly inspection of the Waste Accumulation Facility using the checklist in Appendix A.
