Miscellaneous Spent Solvents:

This SOP applies to all activities, to include tenants, and training units within the Maneuver Training Center (MTC).

(1) Carburetor Cleaner Solvent

(2) Naphtha Dry Cleaning Solvent

(3) Carbon Removing Compound

(4) DUNKIT Solvent (Seal Team)

(5) ZEP Parts Washer Solvent

(6) Any other miscellaneous solvents/degreasers used by tenant/unit not mentioned.

MTC does not allow unused solvent products from other federal or state facilities be brought to the installation without prior authorization from the Facilities and Engineering Environmental Office. Any solvent brought from other sites without prior authorization will be held responsible for packaging and disposal costs.

Types of Containers:

(1) 5, 20, 30, 55 gallon-steel/plastic> Non-removable-head containers

New and Used Container Requirements for MTC Tenants:

(1) New and used containers can be obtained from the Recycling Center, Building T-2361.

(2) Weapon Cleaning Swabs and Solvent Rags must be placed within a removable head container with serviceable lid and locking ring. The lid must have a rubber gasket and can be properly placed onto the container opening. The locking ring must be secured.

(3) All containers must be free of rust, leaks and dents.

(4) All containers must be United Nation (UN) certified. This certification can be in the form of a sticker, engraved into the container, or written on the container's company label. Only the company has the authority to place this sticker on the container. Do not take a certification sticker from one container and place onto another.

(5) If the container does not have the UN certification, then the container can not be used. The waste must be transferred to another UN certified container.

(6) An example of the UN certification sticker and its explanation is in Appendix C.

(7) Containers from a manufacturer's product can only be used one more time for shipment. They must meet all requirements mentioned. Examples: Fog Oil, Hydraulic Oil, Engine/Transmission Oil, etc…

Satellite Accumulation Area Labeling and Transporting Requirements for MTC Tenants:

(1) The generator (tenant) must have:

(a) Proper Label on the container.

(b) Properly label container. The proper DOT shipping name, UN or NA #, generator information, and EPA ID # must be completed on the hazardous waste label. Do not put a date in the accumulation start date block or date container. The EPA waste codes will be assigned by the MTC-Environmental Specialist.

(c) Containers must have the proper marking of the contents. The marking must be 2" in size.

(d) Containers must have 4" head space. The head space is the amount of space between the liquid and the top of the container.

(e) All containers must be kept closed. The non-removable head container bungs must be screwed down at all times.

(f) If satellite accumulation area is outside, containers must be in a secondary containment structure that prevents rainfall from entering and holds 55-gallons. Do not use secondary containment structure as primary container.

(g) Once the container is full, the generator of the waste is responsible for transporting the container to the MTC Waste Accumulation Facility, Building T-2361, within that day's working hours. Do not accumulate more than 55-gallons of any hazardous waste.

(h) The generator will inspect all satellite accumulation areas.

(2) All solvents that are out of date, or no longer useable must be turned-in to the Waste Accumulation Facility, Building T-2361.

(3) The tenant organization is responsible for acquiring the Material Safety Data Sheet (MSDS) for any unused or used solvent. If the tenant does not have a MSDS for a particular product, the following information will need to submitted to the Facilities and Engineering Environmental Office, Building T-234:

(a) National Stock Number

(b) Military Specification Number

(c) Product Name

(d) Manufacturer's Name

(e) Batch Number

(f) Quantity

(g) Identification Information

(h) All information must be legible.

(4) If none of this information is present, please indicate on the turn-in form. Do not leave out any of this information. The solvent will be sent back to the generator.

(5) The generator is responsible for transporting the waste solvent to the MTC- Waste Accumulation Facility, Building T-2361.

Waste Operator Duties at the MTC Waste Accumulation Facility

(1) Check all waste solvent containers for leaks, rust, and bulges. If the container is damaged, the waste operator must provide an over pack container. An over pack container is a container that can house the damaged container without leaking any of the contents. This is usually a 55- or 30-gallon container.

(2) The waste operator will make sure that the proper information has been received on the solvent or a MSDS. This information must be present or the solvent will be rejected, except damaged containers. However, the generator is still responsible for obtaining all information on the waste.

(3) If the solvent is an unknown, the waste operator will accept and contact the MTC- Environmental Specialist immediately.

(4) The waste operator will date the waste containers upon receiving.

(5) The MTC-Environmental Specialist will identified and characterized all waste solvents generated at the MTC.

(6) The MTC-Environmental Specialist will be responsible for labeling (flammable or non-flammable), and marking (flammable or non-flammable) all waste solvents.

(7) The MTC-Environmental Specialist will be responsible for entering the waste solvent into the Monthly Hazardous Waste Accumulation Logbook.

(8) The waste operator will place the container in an accumulation locker, make sure the flammable liquid sign is visible and the locker is secure.

(9) The waste operator will inform the MTC-Environmental Specialist monthly on the number of containers at the MTC Waste Accumulation Facility.

(10) The waste operator will conduct a weekly inspection of the Waste Accumulation Facility using the checklist in Appendix A.
