Waste Paints:

This SOP applies to all activities, to include tenants, and training units within the Maneuver Training Center (MTC).

(1) Oil Based Paint

(2) Alkyd Based Paint

(3) Water Based Paint

(4) Naphtha/Solvent Based Paint

(5) Paint Thinners

(6) Any Paint Related Material

MTC does not allow unused paint products from other federal or state facilities be brought to the installation without prior authorization from the Facilities and Engineering Environmental Office. Any paint brought from other sites without prior authorization will be held responsible for packaging and disposal costs.

Types of Containers:

(1) <1, 1, 5, 20, 30, 55, 95 gallon-steel/plastic> Removable-head containers.

Waste Paint Container Turn-in Requirements for MTC Tenants:

(1) All paints that are out of date, or no longer useable must be turned-in to the Waste Accumulation Facility, Building T-2361. DO NOT ACCUMULATE WASTE PAINT.

(2) The tenant organization is responsible for acquiring the Material Safety Data Sheet (MSDS) for any unused or partially used paint. If the tenant does not have a MSDS for a particular product, the following information will need to submitted to the Facilities and Engineering Environmental Office, Building T-234:

(a) National Stock Number

(b) Military Specification Number

(c) Product Name

(d) Manufacturer's Name

(e) Batch Number

(f) Quantity

(g) Identification Information

(h) All information must be legible.

(3) If none of this information is present, please indicate on the turn-in form. Do not leave out any of this information. The paint will be sent back to the generator.

(4) The generator is responsible for transporting the waste paint to the MTC- Waste Accumulation Facility, Building T-2361.

Waste Operator Duties at the MTC Waste Accumulation Facility

(1) Check all waste paint containers for leaks, rust, and bulges. If the container is damaged, the waste operator must provide an over pack container. An over pack container is a container that can house the damaged container without leaking any of the contents. This is usually a 55- or 30-gallon containers. The containers must be UN certified containers. Appendix C explains UN Certification.

(2) The waste operator will make sure that the proper information has been received on the paint or a MSDS. This information must be present or the paint will be rejected, except damaged containers. However, the generator is still responsible for obtaining all information on the waste.

(3) If the paint is an unknown, the waste operator will accept and contact the MTC- Environmental Specialist immediately.

(4) The waste operator will date the waste containers upon receiving.

(5) Once the MTC-Environmental Specialist has identified and characterized the waste paint, the waste operator will over pack all small containers. All 5-gallon and above containers will not be over packed, unless they are damaged or leaking.

(6) The MTC-Environmental Specialist will be responsible for labeling and marking of all waste paints.

(7) The MTC-Environmental Specialist will be responsible for entering the waste paint into the Monthly Hazardous Waste Accumulation Logbook.

(8) The waste operator will place the container in an accumulation locker, make sure the flammable liquid sign is visible and the locker is secure.

(9) The waste operator will inform the MTC-Environmental Specialist monthly on the number of containers at the MTC Waste Accumulation Facility.

(10) The waste operator will conduct a weekly inspection of the Waste Accumulation Facility using the checklist in Appendix A.
